Ruling out pain issues in a spooky horse is essential.  One of the main causes of spooking, in my opinion, is discomfort.  This could be musculoskeletal discomfort such as joint pain or muscle spasm, or internal discomfort such as hormonal dysfunction or gastric ulcers.
